Summary:
The Broadband Design Technician assists BEC Communications in providing pre-construction contacts, contracts, easements, planning, and design for reliable, safe and economical line extensions, removals, changes, improvements, and maintenance.
Essential Functions of Position:
1.
Position involves a combination of indoor and outdoor activities.
Outdoor activities include exposure to various weather conditions including heat, high humidity, cold, wind, fog, rain, lightning, hail, sleet, snow, and ice for extended periods of time.
2.
Observes safety rules and practices and recommends to fellow workers the use and practice of the same.
3.

4.
Consults and coordinates with BEC Departments, members, prospective members, builder/developers, agencies, and companies concerning requirements for service and/or line changes.
5.
Coordinates the preparation of cost estimates, contracts, design, easements, acquirement of material, staking of line, staking sheets, and other documentation, as required.
6.
Designs member extensions for maximum economic benefit, ease of maintenance, safety, code/regulation compliance, customer and property-owner satisfaction.
Computer software will be utilized to supplement this duty.
7.
Documents observed substandard construction or defects on the system.
Must consult with Supervisor for Corrective Action guidance.
8.
Accurately reads and interprets maps, circuit diagrams, map scales, and map legends.
9.
Collects data associated with BEC Communication's mapping system.
10.
Identifies primary and alternate routes for system facilities considering equipment size, weather and road conditions.
11.
Inspects and maintains all vehicles, tools, and equipment in accordance with BEC policies and procedures.
12.
Acquires, maintains, and returns material in accordance with BEC policies, procedures and inventory control procedures.
13.
Possesses working knowledge of Electric Utility Construction Specifications (RUS- preferred), NEC, NESC, federal, state, and local codes and regulations.
14.
Complies with all BEC policies and procedures, safety rules, RUS specifications, NEC, NESC, and federal, state, and local regulations and codes.
15.
Possesses working knowledge of Geometry and Trigonometry to determine line angles and strain loading.
16.
Possesses working knowledge of surveying and designing routine overhead and underground lines, considering attenuation, strain loading, clearances, codes, regulations, policies, easements, impact on property-owners, economic viability and reliability.
17.
Possesses working knowledge of cost-estimating, contracts, design, easements, acquisition of materials, line design, staking sheets, and other applicable documents.
18.
Possesses working knowledge of fiber distribution, including strand and buffer tube counts, splicing, light loss factors, splitters, splice enclosures, and interpretation of connection diagrams.
19.
Possesses working knowledge of backbone, lateral and drop line fibers and road routes on system, considering equipment size, weather conditions and road conditions.
20.
Possesses working knowledge of modeling, mapping and inventory of the BEC system and the computer hardware and software required to perform these tasks.
21.
Must possess knowledge of, or demonstrate the ability to learn, various computer applications, including BEC's design software and member information and work order system.
This includes Microsoft Office spreadsheets and word processing.
22.
Accurately and legibly completes all documentation in accordance with BEC policies and procedures.
23.
Operates all BEC equipment in accordance with BEC policies and procedures, safety rules, manufacturer guidelines and regulations and/or codes.
24.
Performs the design of assigned System Work Plan projects in a timely, safe and efficient manner.
Coordinates and completes all related activities.
Equipment Used:
Organizational vehicles, two-way radios, transit, GPS, range-finder, computer, printer, copier, fax machine, multi-functional phone system, shredder, typewriter.
Other Important Duties:
1.
Maintains good working relations with co-workers, BEC members and the general public.
2.
Represents BEC by attending schools/seminars/meetings for improvement of job knowledge and skills, when requested.
3.
Continually explores new ideas to enhance job performance, efficiency, productivity, and work relations.
Communicates the ideas to the Broadband Plant Supervisor.
4.
Performs other duties as may be assigned by Broadband Plant Supervisor, Chief Broadband Officer, or designee.
Experience, Training, Knowledge, Skills, and Abilities:
Must obtain and maintain knowledge of Cooperative's policies related to duties of the position.
Participates in monthly BEC Safety Meetings.
Must maintain knowledge of CPR, AED and First Aid in order to use it, when necessary.
Ability to travel intra/inter-state, as necessary, for training purposes, meetings, or to aid other electric cooperatives, as required.
Ability to frequently travel within BEC Service Area and to other locations, as required, in course of daily work.
Must pass a Department of Transportation or general physical as required.
Must pass required and random drug tests.
Ability to move about and within an office building and on various terrain.
Ability to lift and/or move equipment and tools weighing up to 25 pounds without assistance and more than 25 pounds with assistance, frequently carrying such weight over rough terrain on a regular and recurring basis.
Ability to frequently stand and/or walk and sit for extended periods of time.
Ability to perform manual and detailed hand work using both hands, sometimes repetitively, climb and balance, squat, stoop, crouch or kneel, push, and pull.
Ability to bend at neck, waist, legs, and arms, reach above shoulder-level, twist body, and change positions at will.
Ability to speak and hear clearly to communicate over loud background noise.
Vision ability that meets the minimum requirements to acquire and maintain a Texas Driver's license, with or without corrective lenses.
Ability to communicate effectively and efficiently, both orally and in writing, with a diverse group of people and personalities.
Requires a high degree of interpersonal skills.
Ability to be tactful and get along with diverse groups of people and personalities.
Capable of conveying a positive and professional image.
Ability to prioritize and manage multiple tasks, even simultaneously, as well as coordinate projects with other employees working to consistently meet deadlines and budgets.
Ability to listen to and read instructions and other paperwork.
Ability to use judgment and reasoning skills to perform the Essential Functions of the Position.
Education, Degrees, Certificates, and/or License Requirements:
High School Diploma or equivalent.
Valid minimum Texas Driver's License and an acceptable driving history.
Must be eligible to be and remain insured as a driver by the Cooperative's group liability policy for the automotive fleet.
American Red Cross or equivalent Certificate of Standard First Aid, CPR and AED utilization.
This must be obtained within the first 12 months of employment.
Must successfully complete TEC's Staking I training as demonstrated by obtaining a passing score on the written test or a BEC-approved equivalent training.
Minimum of two (2) years' experience in an entry level Broadband Design position or its equivalent.
Proof of additional training may be substituted for experience at BEC's discretion.
